¿Al heredero?, ¿al Notario?

No, categóricamente no. Si quiere revocar un testamento, vaya usted al Notario y haga otro nuevo, incluso solo para revocar el anterior si es que tiene claro que quiere cambiar a su heredero, aunque no tenga otro elegido.
